whats the best stats for make a pure lvl 40 cleric...on this server

That would depend on the cleric build you had in mind. Tanking Cleric, Battle Cleric, Casting (support) Cleric, and the variations on those 3 main themes.

Go for Wis/Con/Str then. In that order.
