I would like to create a melee character that is not Dex based. I would also like to have a good AC. What is the best AC I can expect to have?

Any suggestions for specific equipment I should look for? under lvl 18? over 18th but under 25th?

I don't know about the maximum AC you could expect, but I had a shield-using, non-dex melee toon who had an unmodified AC of 69. The two Expertise feats can help you boost it higher. There's tons of good <18 equipment, so just pick what suits your style and class(es). For >18, G1 armor or Sabar's Dragon Battle Gear are both good.

There's tons of good >18 gear for fighters out there as well beyong G1 armor and DBG. Have a look in the new areas.

Woe is me, eh? I s'pose I could switch over to East, seeing as I'm in GA that would make sense. But then I have to deal with full server issues. Decisions, decisions, decisions...

With Mithril armor and shield and a 13 dex for WM I have 72AC, thats with +8ac for 40 points in tumble. With improved expertise thats 82.

73 AC.. (Ice Shield, NS Boots and G1 armor)

26 RDD levels are nice in a str-based build... 25 RDD gives you +7 AC and the 26th level another bonus feat. I have a Barbarian 11 Bard 1 RDD 8 pre-epic, 18 RDD 2 Bard epic... damage reduction 10/- and over 80ac, plus improved expertise when needed, 1000hp... AB only 58 but you could boost that by not taking extra con and damage reduction.

Another option is a Sorcerer Pale Master RDD build, which you should be able to get to 55 AB and over 90AC but only 3 attacks per round.

And if you want a 2-handed weapon or 2 weapons, 20 Monk levels can be quite good (taken at epic levels so maximise AB, unless you're wanting epic weapon spec) since you get the wisdom bonus to AC and also +1 AC for every 5 Monk levels. You should be able to get over 75 AC which is good for a scythe weaponmaster.

15 extra levels for 3 extra ac sounds like a waste really..

That's 16 extra levels, giving 4 melee-essential bonus Epic Feats, +3 AC, and they're at 12 hit dice per level. That's not bad considering the bonuses from the first 10 RDD levels, and certainly not a waste considering what this topic is about.

it wasnt a shifter.

I managed 95 on a strength build - 100 with epic mage armor... not sure how you can get 100 without buffs though. Build was 5 Bard 10 RDD 25 PM (before the PM restrictions)...

Can also add 10 from improved expertise and 1 from mage armor, and up to 3 more dodge AC from buffs (Bard Song or Cleric buffs)... so 114 max.

96 AC
(at lvl 38, not top gear, STR/CHA based, with IMP EXP)

Bard 26
BG 4
RDD 10

Final should be 100ish... the build has issues with low HP and damage output vs. noncrit immunes. Also loses a lot AC flatfooted :/
