Amazon Axe of Greater Rage

I gave one of these axes to a level 9 char and received message that it requires level 13 to use. Axe has +1 enhancement which normally indicates it can be used by level 9. I placed on anivl to make certain I had current version with same result. The related axes: regular Amazon Axe of Rage ILR 5 (no enhancement) and Amazon Axe of Ferocity ILR 13 (+2 enhancement) work fine.

ya its been like that for a while
