RK Job bug + animal hostile bug

I am working on the Stalwart job for my RK toon on Reflections, and am trying to do the duergar and drow spy task. When entering the duergar houses in the stronghold there is a commoner present who is hostile to me and attacks. As this is the case I am unable to proceed with the jobs at this time. In addition, and I am not sure if this is a connected issue, all animals on the server are hostile to me.

Did the commoner have a conversation with you in which you accused him of hiding a drow? And then did you in fact find a drow in the room? And then did you try to take custody of him? Did he refuse?

All commoners in the houses are, were, and continue to be hostile. Hence the problem for not being able to complete the quest.
