Risk of lvl loss on crash

Why is it that i still am able to lose lvls during a server crash even if i;ve rested/used diary.

I'm not complaining about the effects the loss has on my mood, but i'd rather like to know whats going wrong with the saving of a char while resting/diary use.

(ps. ban shifters?)
