does this mean someone might get around to fixing the journals for each faction? its sad to see "SL placeholder soon" or whatever faction you are.....would really help to flesh stuff out for factions.

Does this mean stuff we write in our char journals on the last tab will save along with the char itself?

the jurnal saves on a text file in the NWN forlder. already attached to the char itself

How do I get it to stay with the character between playing? If I put in a list of ferry destination and prices, then save my char and log, it will be gone when I log back in.

Your personal journal entries should be staying with the character that you entered them with. I'm not sure for certain but this may break if you put non standard characters in your name.

I do it all the time when I'm running up a new build or balance testing any specific build vs the mod.

You own personal journal entries will be on any character you make with the exact same name on any server you make the character on and also in single player games. For example, if I create Ander Cain on 4 other non-NS4 servers, the same personal journal entry will be on every single one of them, and it will alos be on any version of Ander Cain I play offline.
