Can someone explain to me, in simple language, why it is that a 4th level WIZ with an INT of 19 can only memorise four spells at 1st level? I know quite a few spells but can never use them.
I come to this world alone, I shall leave the same, but for now it's party time!

Standard spell progression table for a wizard of level four is:
Spell Level 0 1 2
# of Spell 4 3 2
Since you have an Int of 19 you get the following bonus spells:
Spell Level 1 2 3 4
# bonus 1 1 1 1
Which means you should be getting 4 just like you said.
Now, if you were a specialist wizard you would get a bonus spell every level, and once you get a 20 INT you will get an extra Level 1 Spell.
