Will you have do something to be able to become a PRC, or can you just pick it?

Last I heard (and played), PRC's were availible to those who met the requirements of the class. The only thing that would keep you from being a PRC would be your faction. Certain PRC's are going to be allowed in certain factions and certain PRC's aren't going to be allowed in the same faction.
Whoever appeals to the law against his fellow man is either a fool or a coward.

Don't forget that we're still in beta. Lotsa stuff left to implement and lotsa of things can still change. :)

How about this for an idea: You have to find someone (an NPC) to train you with your weapon of choice before you can choose WM. This dude is a hermit that lives on Okie Isle or under Giant Mountain or in the demi-plane of Shadow or something. He won't train you to become a WM until you do a set of tasks for him. Maybe you have to craft your own weapon of the appropriate type and high enough quality first. Maybe he wants some Orcs routed. Lots of things are possible. Like that idea? :)

How about a quest with hermits scattered over the lands in totally random places, who you have to visit in a random order, who give you random quests, and whose conversations work two times out of three? </evil comment about silly dead hermits>
