CD Key for logging in...

I have read the new change and have a question. I see that you can disable the security check. Is this for all characters on the account or do you have to do each individual character separately?
I ask this because of the application to mule accounts. There are mule accounts that have been created by former players that no longer play this server. One for instance is the IO keymaster. The account belongs to Cthulhu Drega and he no longer plays here. If it needs to be done to each character, can a DM or Dev disable the CD chesk for guild accounts?
