Yes, the +7 through +12 tools have not dropped since the wipe.

Neither have the crafted healing kits.

Gold strips & bars are also much rarer.

Maybe make the thieves tools craftable? Throw them in with the trap crafting skill, to make that crafting skillset more appealing.

how about for epic rings you get +3 to three different (useful) skills. you'd be at a slight disadvantage compared to 2 +5 rings, but it would be a broader benefit.

two of them would at worst get you an "extra" +6 to a skill and -4 to two others. if there's worry about skill check creep you could alternatively do +4/+4/+2
