Logging out during PVP to relog higher level character

the question of if a rule was even broken is still up in the air

I had already attacked this player, and he had taken damage.
he logged out, and logged in his imploder and imploded me
then logged back out to his lowbie again.

It would seem, then, that you ought to just let it happen and hit your Prt Scr button faster.

Or you could ignore them. If someone relogs a higher toon and comes after me, fine. It's their time to waste.

Completely 100% Illegal. Need to respawm then take screen shots of of your log screen showing the original attack, relog of the imploder, the pk on you and the log back of his lowbie.

Need to catch the Account and PC names involved. Send that in and trust in the DM's.
