I think all the ideas are resaonable above, but there seems to be a more serious limitation to the City Defender -- Daeron (in my limited experience) seems to be the only city that really needs defending by PC's.
I wandered to Sleeth and spent 1.5 hrs attacking that bloody dragon, after my friends and I dragged it out of the cty to escape the crazy lag from all the casters inside. Dearon's defences just seem ridiculously underpowered to me, with other cities being beefier, as far as I have seen.
Comments, suggestions?

I don't know.. if a handful of people can roll into town and level an entire city.. it needs more defenses..

One thing the City Defender needs is a way to make himself neutral to his own faction again. I logged back in after server 4 came back up to find myself Outcast. I'm sure all I did was catch a few guards in a web. The risk of being Outcast is a big problem for any city defender, even non-casters can Knockdown the wrong person and get in trouble. 4-5 of LAs highest level chars that I can think of are now Outcast for defending their own city!

maybe there is a way to set it so you don't become an outcast unless you actually kill 3 or 4 guards.. (and you can set it so a member of that faction receives no xp for killing their own guards until they become outcast)

Well whatever gets done must be mostly scriptable. Players far outnumber GMs and tend to be widely scattered.
Heck even if each GM watched only main cities like a hawk it would take 7 GMs on 7x24 duty. And they would still miss important stuff as each city is multiple areas and even players attacking or defending a city as a party tend to spread out. Most defenders will be acting as individuals rather than taking time to join up as a party.
I suppose a script could automatic join up parties by faction during raids. Would get nasty for aliance factions were some wanted to help defend and others to take advantage.

I agree with the last statement. This would also explain why invaders even leave a conquered city. I mean, isn't war about conquest?!? If all are dead and the city in your hands, you'd post guards and such around and possess the city in full.
