Shifter spells = add flat bonus so they meet new saves bump.

Slip streaming all spell schools into same DC because lots of good spells that are practically unusable; it's really easy to get saves vs spells past 44 or 45.

The biggest failure i see in this is the PvP all in all with DC slide way in favor of tragets untill a caster reaches 40
I propose a different calculation which makes a more even slide in tradition with the current one

Current lvl 1 10+1+5+4 = 20dc
Proposed 5+0+5+4 = 14dc
lvl 10 10+5+9+4 = 28dc
5+5+9+4 = 23dc
lvl 20 10+9+12+4 =35dc
5+10+12+4 =31dc
lvl 30 10+9+15+6 =40dc
5+15+15+6 =41dc
lvl 40 10+9+20+6 =45dc
5+20+20+6 =51dc

So with +7 blanket saves the current level spells would be still 5% less effective at lvl 40
30% at 30
55% at 20
60% at 10
65% at 1

I propose the new formula be 20 + (CL/8) + mod + sf's
so lvl 1 29dc +10% effectiveness
lvl 10 34dc -5%
lvl 20 38dc -20%
lvl 30 44dc -15%
lvl 40 51dc -5%

Stricly based on mod score not min/max or current success/fail ratio of current spell useage
