While a bit unfair as it is meant to stop a specific exploit, I dont see much of a differance. How hard would it be for me to make a second install of NWN without Hotu and use that to get to 20. Keep going till a reach the exp requirements for 40 and then just login with the other install?
Version installs are actually easier than it sounds too as all you have to do is copy and paste the NWN directory before you add the next expansion. May sound like a bit off work, but I can name off a nice list of people who already run with this configuration.
And since they were capped at 20 already and couldnt progress I see no hardship of making them progress naturally from there. I see it as a unintended side effect that helps prohibit meta gaming.

If you are a certain level and get xp while at that level with all it's restrictions and caps, shouldn't you be entitled to that xp?
I'm talking hard levels here. (Not talking being level 8, getting yourself drained to level 1, and then going xp hunting most all of your abilities intact.)

Actually by playing with a few files (just moving/renaming... not even modifying their contents) you can easily disable HotU or SoU. Even easier than multiple installs.

When a dev says something like "I'll try to get a full explanation somewhere visible." it doesn't always mean "now". Usually it means "when I get an opportunity and get it worded properly"... which can take a while. The Devs are busy guys.
