dm gives the new (rp) tagged toon a token like a guild house key, but it doesn't do anything. this is only to identify legit rp toons in case of infractions. so another dm can tell if you just up and rolled a tagged toon with no letter of acceptance.
infractions, you say? create a list of RP rules that tagged toons must follow. no shout, name structure, no muling etc. all necessary out of character talk/party in (). whatever works and is real. if a tagged toon is caught repeatedly breaking the rules -> delete.
why do all this? it lets you know a few things before investing much mental energy into this: how many players are interested, whether those players are committed or at least willing to learn, and how much DM and Dev support you can get. DM support for the good custom quests is key to making this work well.
because if you can not even get this bare minimum of support from the staff, abandon all hope for this project. and if it fails? well you can still pretend to have fun with your (rp) toon set
