Lvl 40 Crafted items

In the NS4 Change log there is a mention of Improved Crafted items with a lvl 40 requirement.

After talking to what I'm pretty sure is a reliable source they said that you can only upgrade items twice, which puts them at the lvl 30 req. items we are currently able to craft.

Just wondering if the lvl 40 craftables are indeed implemented, and if you can only upgrade an item twice, or keep upgrading it until the level 40 point.

I believe plans were halted for lvl 40 craftable items after the public outcry from people not wanting NS4 to turn into NS3.5 with its uber gear.
