i had the idea of a avendell merchant who has "drop only" items in his store say like 20 random pre epic items each day for sale this would give ave a more trade city feel as they do "recieve" mounds and mounds of these items from various travelers selling them off in the city.
the randomness of the items would still leave toons having to go and hunt items down but you may get lucky and the item you want is in the store ( for a heafty fee im shure)
perhaps a bizzare with 3 or 4 merchants each with 5 or so items that change dayly. this would also perk peoples intrest as they may see items never seen before (that may or maynot be ideal for their current toon) and thus go hunting for more of these rare items thus promoting exsploration

i like the idea, but i thought having a DM to play Waukeen the god of trade would be a good idea. that DM could actually do this and the merchant wouldn't always be there. plus that DM could do events with a travelling merchant that purchases said gear from PC's at a healthy price. or even trades with PC's. plus the merchant could form events for gear retrieval. .....hhhmmmm... now who could play this DM.... seems we already have about 10 DMs that we never see,.... so it would have to be somebody that is on for several hours a day..... hhmmm... HEY.. i could do it to help out the community.

I like Coral's idea of a DM acting as an exotic merchant, that you only see once in a blue moon. Theres Rankle the Dretch Merchant that would make for an interesting merchant in the Dark Woods and other like places.

There's only one way I can think of to make something like this work that would be possible for developers:
Create some rooms where a chest appears (spawns) when a character pays a certain amount, and have chest be filled with assorted, randomly selected nice items depending on how much was paid. The character would have to pay before seeing what's in the chest though. Basically, it's a game of chance...
