Question regarding Items & "lvls"
It was told a while back that items would not have a level "requirement" on it perse, but rather a certain proficiency to use it. Now, in the item info page, it mentioned that certain types of items were used specifically for certain levels. Could a dev shed some light on this, please? I pray to god that you didn't go with the terrible and unrealistic item level restrictions script...

Actually it's a custom item level restriction script. It isn't based on any bioware criteria but rather on when you should be able to get the item realistically. Playtesting will iron out exactly where each particular cap is...
If you tilt your head far enough and squint hard enough, anything becomes as simple or complex as you'd like--regardless of whether it is or not. -- A lesson learned from Stephen Wolfram's A New Kind of Science
If you read it you will see that we have our own custom way of doing it.
This will allow smooth level progression and keep the groups spread out a little.
There is alot of good gear to be had at lvl 1-4 and you wont really notice the restrictions unless someone hands you items from far off lands.
Do take note try try before you buy in the shops as a few things are beyond your comprehension until level 5, 9 or 13
Again these restrictions are as invisible as we can make them so by the time you get an item you are usually only 1 level away from being able to use it. Unless you were in a big party that went into harder grounds and then you just have something to work for.

Concerning your second point: This is beta, Throst. If it turns out that it doesn't work out as it is at the moment, it can change. It has before.

Unless this item level restriction goes drastically wrong I dont really see it being removed....so in essence Yeah twinking is Dead. Well short of gold and heals etc etc etc

all true and I for one would indeed like to see it a little harder to twink .... gets annoying having an Effortless running around wiping out the same mobs you are after.

To clarify:
In the future, we may implement a system of custom proficiencies that you can gain in order to use certain items. Certain factions or subraces may start out with these feats for free. For example, "Weapon Proficiency: Drow" would give you access to certain specialized Drow weaponry, or "Death Magic Proficiency" would let you use items enchanted with death magic spells.
