Right now the TS 40th level bonus, a 25% chance to not freeze an ally, applies to any 40th level toon capable of casting the spell.
I like the idea that a pure class bonus could be included here though.

how is that a bonus for pure classing? if you go 39 lvls pure mage you dont have any chance to catch allies with it and the cheese still stands.

Banny is correct, we thought it would be a good idea to make Timestop only work out to specific radius based on your focuses/levels, and if you're a level 40 spellcaster capable of casting the spell, there's a 25% chance that your allies will be able to act along side you when you cast a timestop.
