Also, I think all the HoTU spells are having trouble too, e.g. Flame Weapon. Those are of different error message:

Yeah, we had originally prevented all HotU spells from being scribed because for a long time we were even expansion pack free - just the basic NWN game was required to play with the rest being optional.
I had forgotten that the HotU scrolls weren't still scribable - we could probably change that. Course, the UMD system needs some tweaking to make it a requirement to actually put some points into that skill before we do that I think.

Ghostly Visage is scribable. The SoU scrolls are generally scribable, athough there's a few here and there that can't be scribed. Spells that have multiple versions like the shadow spells and polymorph only work with certain casting options under the spells, greater shadow conjuration for example works by using it to cast a Melf. There are some spells that can't be cast on the scribing desk, you have to cast it on an NPC or summon something to cast it on first. There are a few spells can't be scribed because of what seem to be scripting errors in the code, Summon Monster III is probably the best known case. Interestingly enough, I found out yesterday that Light cannot be scribed either. In any case I know the full list of wizard spells because I scribed every spell on that list possible for a guild scroll mule. I'm less certain with the other classes, since there was less reason for me to experiment with scrolls, and I've never played a bard either.
This should be the complete list of wizard/sorc spells that can't be scribed:
Light, Horizikaul's Boom, Ice Dagger, Ironguts, Magic Weapon, Shelgarn's Persistant Blade, Cloud of Bewilderment, Combust, Death Armor, Flame Weapon, Gedlee's Electric Loop, Stone Bones, Ultravision, Greater Magic Weapon, Keen Edge, Mestil's Acid Breath, Scintillating Sphere, Summon Creature III, Ball Lightning, Firebrand, Mestil's Acid Sheath, Greater Dispelling, Isaac's Greater Missile Storm, Tenser's Transformation, Undeath to Death, Blackstaff, Great Thunderclap, Greater Sanctuary, Sunburst, Black Blade of Disaster, and Time Stop.
Bard spells: I don't know which ones are disabled, other than the ones given in the wizard list above.
Cleric Spells: Light, Magic Weapon, Stone Bones, Ultravision, Darkfire, Glyph of Warding, Magic Vestment, Summon Creature III, Greater Magic Weapon, Battletide, Monstrous Regeneration, Greater Dispelling, Greater Sanctuary, Undeath to Death, Regenerate (IIRC, not sure on this one), Undeath's Eternal Foe. Not exactly sure which other ones might be disabled, since I don't scribe many cleric spells.
Druid spells: Light, Ultravision, Healing Sting, Infestation of Maggots, Summon Creature III, Vine Mine, Crumble, Greater Dispelling, Regenerate, Stonehold, Sunburst.
Paladin Spells: Bless Weapon, Deafening Clang, Holy Sword.
Ranger Spells: Ultravision, Blade Thirst, Summon Creature III.
