A smattering of us DMs have been reseting the relics irregularly for the past couple weeks or so after it goes stagnant and ends up in the hand of one faction without raiding anymore... I don't think any of us have any rhyme or reason for it other than to keep people interested in raiding and defending.
There's also some talk amongst we DMs and Devs about setting a possession clock or other time limit to the relics (and changes of the sort we can't get in to), so I've reset it in 5-day intervals on my end to simulate that, but last time on my end for that was almost a week and a half ago. C'est la vie!

The downside to that is that it erases any captures down by the weaker factions like RK or TC. THe big relic raiders go right back on the board after an erase, but I think the weaker faction might be less inclined to try if their efforts get erased like this.

Indeed it does Elagneros. I have a better idea than a 5-day time interval for scoreboard reset. Perhaps a better incentive. How about when any one faction reaches the score of 100, the scoreboard resets. This would go along with Yonwe's reasons while at the same time including a nice little counter-strike type system. Reaching 100 would be an ultimate way of winning.

But...
Every friday at around 7PM GMT the relics get sent back to home cradles.
No need to mess with scoreboard.

Maybe grant some benefit of xp to factions regaining a long lost relic. Meaning, as time passes and your relic sits in one place tack on a 100xp reward for every game day it has been gone. Of course, make a ceiling value for it but think of it like a reward from your faction leaders for completing a quest. Have any xp bonus reset if the relic is relocated at any time.
I saw someone else suggest relics as drops, I didn't see how as their are a fixed number of them. But, how about rather than resetting them to their homes have them reset into drops after a faction has held one for a certain time. That would add some excitement for those of us who might be too weak to do much raiding.
Vastly confused
