Drow SR at level 40 is 45.
Pure class 40 caster gets 1d20+40 to beat SR.
1d20+40 vs DC45 is a 75% success chance for the casters spell to hit. Think you got your numbers backwards.
Any self-respecting caster will take Spell Penetration Feats.
Don't even need Epic Spell Penetration, let's take Greater Spell Penetration (+4) for example...
1d20+40+4 (45 minimum) vs DC45 = 100% success chance for caster's spell to hit. (unless there is autofail on 1)
5+lvl is a joke.
