Just curious if you have a race stat decrease, say a Tiefling's -2 Charisma, does that effect caster lvl ability. So say a Tiefling has 16 charisma are character creation, which is lowered to 14 due to racial penalty..... can the Tiefling still cast a lvl 6 Bard/Sorc spell?
Same for the other way... does a racial stat increase affect the ability to cast spells?
