Logged in this evening and, to make a long story short, found out that my shield ( Masterwork Steel ) requires level 11, and my armor (Masterwork steel) requires level 12. I bought and equipped them both this morning at level 7.
Was this an intended change, or some random bug? It wasn't just me that it happened to.
