Seems to me that is a Prestige class of some sort of player-made expansion. Being as NeverSummer4 does not use any hak pak or other downloads, one is only able to play the standard NWN, SOU, and HOU classes.
Therefore, don't feel bad that you can't use this class; none of us can.

It uses the PRC, which NS4 does not use. Also, you can't get to level 40 here yet either, unless you donate, so you probably wouldn't be able to do the full build. Also, although race is listed as aasimar, it may be a version used in the PRC — which may vary from the aasimar subrace here. I can't say since I don't use the PRC, and I do not play subraces anyway.
You could build a character here based on the concept with a few changes here or there. The Fist of Raziel PRC would have to be substituted with another class, perhaps CoT levels would work best? The build also looks like it uses a custom epic spell system, probably one fromt he PRC, which also doesn't work here. All the items listed in the wish list can be found here except a permanent haste item. If you're going to go with a scimtar as this build suggests, then you'll want to pick up a Jenaquiaz's blade once you hit level 16, it's keen and has bonus cold damage. For the CoT class, you'll need to join the Northern Coalition, which is pretty much the best faction for a character like this anyway. Even with a few adjustments however, this could be a pretty good build for NS.
You could check the epic character builds page on BioWare's site that had the class you mentioned at the top of this thread, but keep three things in mind. First, like TBD said, you can't use anything that requires the PRC or any other hak. Second, you're limited to only 1 prestige class per character here, so builds with 2 prestige classes can't be done. Third some prestige classes require you to join certain factions:
The highest I believe I've seen is somewhere around 36-37, though even that is a lot of repetitive grind, since most enemies at the higher areas are currently closer to 27-30.
DM activities ... as far as quests in game go, there is typically little planning that actually occurs (most of mine, at least, are pretty much ad-libbed as the situation allows). Occasionally we will plan a major event and announce it on the forums, but that has not happened recently.
If you would like to give journal "quest" ideas, there is a spot to do so in each of the separate faction forums. Currently, those are being developed, and I'm sure the dev's would appreciate all creative input.
As far as NS4 going out of Beta ... there is a dreaded word I need not say, as it may invoke various emotions from the other forum-goers...

best way to find a successful build on ns4 is to talk to the players online....most have interesting builds and there are some good power builds for this world.

As for builds, you'll find that spellcasters in general are more successful both against NPCs and PCs; I hate to say it openly, but it's a fact of life. Cleric gives you plenty of choices... with the Coalition, Fighter can supplement your weapon-swinging nicely, with Champion of Torm as a subchoice for that. If your LG, Cleric/Paladin is one of my favorite builds. And of course, straight caster-cleric is more than powerful enough on its own.
In terms of other successful builds, asking around like others said is the best way to learn. People probably won't tell you the integral parts of their builds (which is why I don't mention specific ones now), but most will give you pointers along the way, since it's a complement people like to hear when you say their builds are good!

Yes, level 37 is the highest I've seen on a character so far. Since the XP cap doesn't give out XP for opponents more than 9 CR lower than a character, I'd say level 40 is theoretically possible with CR 30 opponents (since a level 39 should still get very small amounts of XP from them), but would be a very long, repetative, and boring process. I may be wrong though, since I haven't been to epic Amazons yet.
Indeed, while their bosses are in the mid-30's, I would not call it feasible to kill them enough times to earn a level from it. On the other hand, DM quests often give XP rewards...

yep.. there's a lvl37 druid (jana) and i've seen the DD that's 39..i forget the name.. not sure if it's a de-leveled bought 40 or a boss-ground normal lvlup. Personally the highest I have is a lvl 31 and until the final epic levels come in (planes?) I don't know if I will bother to grind my way to 32, my wrists and fingers have enough carpal-tunnel and budding arthritus as it is .
