RK and SL are underground...they couldnt possibly have ferrymen...
As deathdealer pointed out, Black Hills is essentially the RK ferry since it's in their territory and has a bind point nearby. Also, it's not too difficult for the dwarves to bind over in Avendell and use the Falme ferry (no significant LA defenders in the outside area there).
As for SL, well drow get enough benefits already.
NC has a port in Daeron, and I don't think its being used yet...
No, but like Netrom said, there's the Highland ferry. And they also control the Windale ferry as well.
Of all the factions, The Circle and SL are the most distant from ferries.
Melencia - Falme: 13 maps
Melencia - Windale: 13 maps
Melencia - Black Hills: 10 maps
Melencia - Ancient Gates: 8 maps (insane, and maybe not even useable)
Menzo - Grey Shores: about 16 maps (several different ways to go through the underground here)
Menzo - Black Hills: 14 maps
Menzo - Falme: 11 maps
Menzo - Neversummer Old City: 9 maps (not sure if they can get the port here).
