Make it useable after resting once you hit level 10.
By level 10 it's duration matches the waiting time to use the ability, so you can basically have it on all the time.
Problem arises when the server resets on you or you're hit with poison dmg and need to rest. You lose the effect when you rest, but eventhough you would normally be able to have it on all the time by level 10 you need to wait, without it on, to use it again.
Don't see how it would hurt to have it useable after resting once you hit level 10, would only reduce frustration, be more convenient and keep the game more fun as opposed to tedious and annoying.

Yeah. Same thing happens with drow darkness. It can be a pain to keep up with it since it essentially fails after the recharging period has elapsed. Tack on top of that having to keep extended ultravision slotted or other ultravision spells slotted or icons handy and it can make using one of the drow's best features a bit of a pain in the arse.
Now, if the drow ability let you cast darkness as well as cast ultravision (of equal duration) on yourself then that would go a great way into helping with that subrace.

The darkness&ultravision idea for drow darkness sounds like a good idea.
I'm totally for having to wait to use the ability up to a certain level.
But once you achieve the level where the duration matches the recharge time, it only makes sense to let it be recharged after resting like spells are.
This is especially true for the favoured class of svirfneblin and drow, both caster classes.
