I just started trying playing this server, and found that one of my first contacts with another player was them killing me, when I was level 1 and had no experience.
In most servers I've seen before killing newbies or those who are alot lower than you is banned (unless permission for a fight is given through tells). They have this for a reason, and I would suggest that you consider implimenting something similar.
I will not be playing here again.

I'm sorry this incident affected you so negatively, but what they did was legal and I don't know of any upcoming changes restricting level in relation to combat. That said, I think killing effortless players in a waste of time and a horrible act in terms of general good spirits; and I've seen NS4 long enough to know also that most people, even those who regularly participate in PvP, feel the same way.
So please, try us again. 95% of players just want to help; just ask for help on Shout if someone's being a problem, and others will come to your aid. No one likes people who kill the fun of others

On a side note, we do keep track of those players whose sole purpose in life is hunting down and killing lowbies. For those rare few we do talk to them about their actions and how it impacts upon the rest of the community as the whole point of the game is to have fun. For those who believe that their fun only exists in killing lowbies and destroying the fun for others ... eventually we invite them to visit other servers, after they have proven that they cannot be reformed.
It is though as Yonwe pointed out a full PvP server, so there is some latitude given.

Many servers have PvP rewards and penalties. Killing a higher level in PvP results in a gain in Gold and Exp. Killing an equal rewards nothing. Killing someone much lower than you results in a loss of Gold and Exp.
The gain and loss can be small. If you want to joy of killing an effortless, then pay the price

My happiest memory (pre-wipe) was seeing 4 newly made characters standing REALLY close together in an enemy town......

Funnily enough one of them made his fort save against Wail of the Banshee! So I had to follow up with a quick Finger of Death!
However those new chars were all Guilded so they weren't technically newbies, just new alts of people who had level 20+ chars. Otherwise I'd have just smacked them with a Hold Person and taunted them to "grow bigger so I can hunt them down for sport".
I personally think killing Effies IS lame, unless they're spamming shout or something. But hey, the server IS in a constant state of war.

rewarding a higher level kill would be good if it could be controlled... but with cheaters like the Brotherhood around, you just know they'll abuse it.
If someone PKs you, and you feel bitter about it, feel free to (politely) shout for rescue from fellow faction members, or various false do-gooders around

It is rather interesting hearing “but with cheaters like the brotherhood” coming from someone who really doesn’t get it.
Specially after players who have no objection to pvp, or even getting pk’d tried to explain to you that just the pure randomness of what you do is pointless. But like you so clearly stated in-game, your not breaking the rules and YOUR having fun so who are those who you pk to complain.
Even after being warned by a player who was off their home server that should you cause them to respawn the zone would break. You more or less said that you didn’t care. That you were having fun.(screen shot available)
Your mentioning rewards for killing off a higher level character is somewhat interesting too, considering your method of hunting players is to stand around in common travel ways to relatively lowbie zones and pk someone who is trying to get a bit of xp so they can engage you or
others.
But like you said. YOUR having fun so who cares if the zone “breaks” for respawns and who cares if new people get frustrated with getting pk’d at level 3 by a level 13 - 14 on their first visit to NS.
I for one an fed-up with your attitude and your way of “Having fun”. So much so that at any time you attack one of my characters even with a level 1 of yours I will just stand there and let you pk me. But be forewarned that you should carry rez scolls.
If I am off server and tell you that by me respawning it would break the zone, should you continue to pk me without a rez, screen shots will be taken and like you do with people who log-off when you attack them, those shots will be sent to the DM’s informing them of your intent to
“break” the zone.
This is coming from one who has both “hunted with”, “socialized with”, “grouped with”, “seeks advice from” and who ATTACKS various Texas Rangers and Brotherhood members. One who will continue to do so in groups and solo, because it is fun. One who will challenge and attack a
raiding party of 3 or 5 people all level 15 or greater who are invading her home town with her newly made, fresh off the block level 1 fighter. From one who will attack a level 20 Brotherhood member with her level 6, pretty much useless archer, because they killed her pet summons for
accidently attacking them. Now that’s fun.

Just so your clear, the Texas Rangers are not a group, it is just me for the moment. Second, he's never attacked me. Third, all these "socialized with" and "grouped with" and "seeks advice from" stuff is acctully a good thing, I for one like having small communities to play with, anti-social server are bad. (ps. I do think it's kinda dumb to have an entire group of generic cheese builds that have been overplayed and lack any creativity, ie the breathen, but who am I to complain, they bought the game too)
