Stat caps?

Alright, I was using the +5 Charisma Cloak and my Charisma stat was at 33 (11) and went to 37 (13) when buffed.

I upgraded to the +7 Cloak and my stats are still 37 (13) when buffed, yet I expected my Charisma stat to raise by 2 and the modifier by 1.

Did I just get a bad roll? or does charisma max at a modifier of 13? I am Level 30 now, should I start taking points in other stats? Thanks.

Edit: Alright, got it figured out. The items can only raise the stat so far, but the base stat can continue to rise. Thanks to those in-game who helped out with this!

you can rase your bace stat as high as you whant/can but you can only buff it (with items and spells) to +12 of the bace stat.
