I'd have to say the most infamous for me would have to be Jekyl MD. Don't know anyone who went on as much of a run disarming people as he did.
A close 2nd for me would have to be the Vindur series. partially cuz he was the first person on the server to disarm me in his Slave form, but partially for all the ruckus he's created since, as an MD and then using his TC against his own faction. Not an indictment or accusation, just an affirmation of how Vindur pwns.
Pielo aka Manic he's probably the biggest reason for the anti-sneak push imo. That's how well he played it and how well he did beating people with it.

Celorn may not have been the father of the 30cl/5rog/5pally build in LA, but he is to me. As far as I know he's the one who made it the universal soldier of LA that it is today.

. I remember the first time myself and hellraiozer were fighting banny's char at the ave inn, we got a bit of trouble, but man the pking was different then, than what iit is now. I believe his chars name was Slave Fiona Dash. I am trying to remember the monks name froim ns also, that super fast monk that would run from one transition to the other within less than 5 seconds LOL.
