yes, that's how it works - can only craft MA items like twice a day real time

crafting ma items counts towards that limit. upgrading does not.. you can upgrade as many times as you have base items/gold/xp for.
so i like to get a nice head start on xp and cash, then park a guy at the station. log in twice a day or whenever i remember, craft up an ma item, then relog and play with another toon.
that way you can build up an inventory of upgradeables over time, handy for when you want to cut a deal for multiple items without having to wait days on end.
