Does anyone know of a Character builder type program that allows you to see how to spec your character all the way to level 40? If anyone is familiar with the Catacombs website used with DarK Age of Camelot, well thats kinda what I'm looking for.

*shrug* I usually just use the Original Campaign with cheats, and add in stats from Books or items, whatever, and see how it will end up on NS4.

Neither have the NS customizations, though you can add the subraces to the spreadsheet, and use console controls in the Halls module

There's also a Team PvP module called Bastions of War, which has a 'training tent' area. If you have [test] in your character's name, you can freely level up to level 40, and create custom gear as well. However, there are some modifications in BoW to certain classes, like AC reductions on pale masters and RDDs. Not perfect, but it's a quick option, and the one I always use when testing an idea out.

You can also enter any module and type ~ to open the console. Then type DebugMode 1.

You can type ModCON, INT, WIS, etc +2 or -2 repeatedly to change your stats to match up with ns4 races and book usage. Also, you can type GiveLevel +39 to hit 40, or -whatever level you need to.

I've always used this method, its fairly easy once you get the hang of it.

I use the "Candyland" module, it doesnt have all the pretty features of others but you can level the char like normal though.
