please clearify it for me, is it illegal to kill anyone in a bind point ? or more then once in a bind point ?

this rule was in place before due to ppl getting pked at thier respawn point and I was a good witness and why it changed to something weaker was probably due to some rule infraction by the normal abuser here. No clear saying from a higher authority as of why?
