Who must I kill?

Was wondering whith whom I needed to speak with to get permission to start a new guild that follows the samuria code (Bushido).
Please someone respond

Feel free to start any guild you choose to. At this point however Guilds hold no official position in NS4. While always welcome official recognition of any guild may be awhile in coming. As of right now there are no "officially" recognized guilds in NS4.
