Maybe healing is a bit overpowered?
I'm talking about heal potions mainly, assuming you get like 20 of them, you're pretty much immortal unless you get paralyzed or sometin, perhaps there should be something to limit them?
Use paralysis and see what happens 
Heal potions aren't the problem use things like knockdown, stonehold, hold person, other fun spells to prevent someone from using a potion. Its that easy....here is the way it works..
Most Tanks will almost guaranteed have horrible will and reflex saves, so smash them with that. Taunt works awesome because 99% don't use concentration (theonly check against taunt)
Monks are good all around from what I remember....so you're best be is to just hit the monk with something or knock him down so he can't move or called shot him to teh leg to stop him from running around. Try using taunt to hit them more often
Mages: terrible fortitude saves, so spells that target that area will destroy their ability to use a heal potion. Knockdown almost always works.
Clerics Terrible reflex saves
All these weaknesses should be exploited to win in PvP, Heal potions aren't your problem tactics are. And if a player is using heal potions to stay alive indefinitely against monsters that is just smart playing.
I could only see healing pots as bad in PvP which i have just helped to guide your tactics in this way.

I've tried fire, i've tried faith, and i've tried force, all I have left is hope.
A funny way to resolve that would be to put a chance of healing failure during combat. (i don't know if this is possible to script).
If you use a pot or healing kit you have 1 chance on 5 to fail healing totaly (during combat only). Every 5 rank in the heal skill reduce the critical failure by 1. (5 rank in heal give 1 chance on 6 to heal, .... ).
