Two ideas here:
First, I think the drop rate on unique types of ammo that some mobs use should increased a little. Ammo can go quickly, especially if you can fire several shots a round, so it's not like weapons or gear that typically doesn't get used up. There's some good ammo in the game, but it drops very rarely, and the only type I've ever really built a supply of in the past were the Gnoll Seeking Arrows.
Second, there could be an NPC in Avendell like in 3.5 that can make arrows for the PC if they find and bring him arrowheads. Now, I am not suggesting the excessively uber Arrows of Ellard that have 2d6 of almost everything here, since those would be far overpowered here, and it would probably be better to only create 1 stack at a time instead of 5. But maybe the fletcher could make arrows for the PC that have 1 bonus elemental damage type, like fire, cold, electricity, etc. And since there are several different types of arrowhead icons in the toolset to use, there could be several types of arrowheads that could be used for different levels, say levels 9, 13, and 16 for example. There's already a silver arrowhead that drops as a treasure item, perhaps that could be used as a starting point.

Good idea! I liked playing my AA pre-wipe, even if it was impossible to solo her beyond around lvl 23. She used crafted arrows mostly, but of course she was limited to Artisan crafter. I'd like to plan an AA again, but they need help. Being able to get arrows from an npc would be a great improvement.
archers hurt a lot here...ive suggested in the past and will again an ammo generator.
it would be a boss dropped item, rare and equivalent to the damage of other weapons the boss has. once per day, you would be able to use the item and create several stacks of boss arrows in your inventory. maybe attach some type of gold cost for using it. Of course the arrows themselves wouldnt be transferable so you couldnt make an infinite amount of gold selling them.
this isnt an original idea, once again it comes from Bastions of War. it allows for a constant flow of ammunition at one base price. i just dont find it fair that melee characters never have to repair their weapon, it always works, never dented or broken, yet archers consistently loose their damage over time.
the way NS3.5 helped archers wasnt bad but still required a large bankroll to be able to continue to buy the better arrows.
i love archers and ranged attackers but playing them here is impossible unless you want to do next to nil damage with merely 1d10 arrows you can buy. there needs to be a way to make such characters viable without needing a HUGE time commitment for solely getting your ammo just so you can play your ranged character.

Thats not possible CrazyJ, however it is possible to have a bow with Unlimited Arrow: 1d6 Fire Damage (thats the arrow type and is just an example). Perhaps add qualities like that on bows, with a die roll less than arrows of their level. So perhaps a level 9 bow would have Unlimited Ammunition of Arrows that are normall level 5 (1d6 damage instead of 1d8). The highest it would go to is 2d6, or perhaps make it two die rolls lower if this seems too uber, so that a level 13 bow would have Unlimited Ammunition of 1d6 Arrows (whereas level 13 arrows do 1d10 damage).
people seem keen on the idea of ammo they can replace at will. it's a bit of a non-sequitir to this thread, but anyway:
when you register for fletching add an item to the player's inventory: the portable ammo crafter
this can be used in the field just like a fletching table, but can only make ammo and is limited to the crafting level below the user's current level (the crafter needs a good setting to do their best work), and represents the idea that a fletcher really doesn't need that many specialised tools to make arrows and bolts, and not many materials that can't be found in any forest setting.
a similar idea for throwing axes, shuriken, darts, etc might not go amiss, but such items being metal are a bit harder to make in the field, and players don't tend to eat through them at the same rate as most archers.
