Nice ones BannyD. Your bonuses and drawbacks are showing some better balance. Make sure some of them are actual drawbacks though - for example, like the Viis'nil Spirit Defender: you don't often have to make saves vs sonic. However, 100% vulnerability to sonic would probably be more appropriate.
Other drawbacks that are useful:
• Decreased saves
• Damage vulnerability
• AB and damage penalty
• Decreased skills
• Reduction of CON, STR, DEX (or WIS, CHA, INT if it's an item that offers bonuses to classes that find those stats useful)
• Decreased AC
• Greater arcane spell failure
• Increased item weight
Other drawbacks that are useful:
• Decreased saves
• Damage vulnerability

I have deleted a lot more posts due to the fact a lot of new items are being created from this thread (although some of your stuff needed to be toned down
). I am going through as fast as I can and eventually would like to delete most of the posts deciding to either implement something or not. Even after creating things they will not appear in game right away, adding them to the database making sure level restriction is in place, etc takes some time.
I would still like to see more then just weapons (or at least common ones), the more unused the better. How many people do use medium armor? I want to get some focus on the rarely used items so people feel like they have flexibility instead of feeling like they have to go either heavy armor or robes.

I started going through this post again and while I was checking for something else I stumbled across this post by one of the Biomods, Lilac Soul, it is a good explanation why onhit spell effects are used very sparingly:
Just think of this: Each time a creature wearing an armor or shield with this property is being hit, and each time a creature wielding a weapon with this property hits, a spellscript is fired. These spellscripts can be rather complex and thus they take some time to execute. Usually this is a no brainer, as it does not happen every few seconds that these spells go off, but once you put them as OnHitCastSpell property, they will execute very often.
Magic missile has a 28 ms execution time on my test computer. Envision a fighter doing 5 attacks per round against a weak opponent. This would make 28x5 ms cpu time required in addition to all other attack engine computations and scripts (OnAttack). Now just think about haste or whirlwind. If you make a rather bad choise about your OnHit spells (i.e. an area of effect spell that needs to loop over a huge number of creatures), only a hand full of people with such a weapon fighting each other have the potential to take up most of your CPU cycles
