I know that if u wanna do some kind of event u have to prepare, for example, empty location. But after restart u have to this again, right? Just tell me if "yes" or "no".

k, and why I want to know if "yes" or "no"? Because I know somebody who did an one good thing in NWN. He is making PW and in his world u can - like GM - create in empty location a camp of goblins or something else.
If u want I can ask him and maybe u can use it here. If u think that is good for this server.
U can create something somewhere and after restart or crash of server u can continue in your quest. U don't need to do it again. And this camp can be in this location forever or just a few days.

if u know every GM can do a quests and he has to prepare empty location for this quest. But after restart is this location empty. Every restart will remove all objects.
So this is big issue. U have to do this again and again and again after restart.
But I know somebody who did something - I don't know because I didn't speak with him - and GM can prepare location for his quest and if server will go down he doesn't need to prepare this location again.
His items, NPCs or something is there forever. Or until he will remove all objects from this location.

I could think of a couple of ways to do that (maybe not the right way, but...). OnItemCreate(), the tag and location is posted to a file/database location. On server load, it goes back through all the file/db entries and redoes all the placed objects. That file/db entry is cleared OnItemDestroy(), etc.
That'd be nice, but with the amount of things we're working on, I'm not sure that's where we'd want to focus our efforts. Maybe the DMs would disagree...
