ok, addressing the uselessness of a few relatively unused spells
a) vampiric touch: now i can kind of see the reasoning for capping vampiric touch, 120 unsaveable damage is kinda rough, but making it so it doesnt heal the caster? that eliminates the entire purpose of vampiric touch and thus renders the spell pointless.
suggestion: just make it heal the caster again
b) mind fog: alright, mind fog is a spell that drops the will save of a target by -10, the catch is, IT ALLOWS A WILL SAVE! this renders the spell useless due to the fact that if your using this spell, you are trying to make people with high will saves loose that high will save, now if the spell its self allows a will save then it is never ever going to achieve it's purpose.
suggestion:either remove the save all together, or have the target make the save vs mind fog at -10 or further more, have it drop the will save to
-5 on a failed save(just like half damage on reflex saves), also, maybe shorten it's duration, a spell like this would get cheesy if it lasted too long.
c)mass blindness/deafness: ok, simple suggestion, just reenable the spell, there is absolutely no point to having this spell disabled.

The point of mind fog is if you are gonna cast bunch of will save spells.
Supposed you have DC of 30, they have save of 25. So why waste a few will save spells that have only 25% chance of succeeding? You can drop fog and you have 25% chance each round that thier saves will drop. They have to save every round, so if they roll low once, you are able to use other will save spells with higher % chance of success.
