Not sure of the possiblity or difficulty of this, but here goes...
Have donation barrels in each city and/or outpost. They work as trash barrels, removing items from the game. However, it tracks a list or maybe running total in gold. Then, based on the amount of donations, a faction or city can either redistribute the wealth to starting characters or hire mercenaries for city defense. This can reset every week, day, month, or whatever time frame.
For example, If LA collects 16,000 gold in a month, and that is more than the other cities, their new characters could get 2000 starting gold instead of 500.
Or, a group of "hardened" mercenaries could be bought for city defense. They would be exetremely tough and make the raiding of that city much more dangerous. Time permitting (it's a mantra, I know), the mercenaries could be unique to the cities (dragons in Sleeth, Archmages in MA, etc.)
This may be a way to help us lighten our load and help our faction, kind of a passive contest, but with results that are still fun for all.

how bout guilds from factions get together and figure out a way to "pay" to enhance their cities...that would encourage more grouping and solve the NS is the weakest city in the world. it could also be individually paid for by being a city gaurd that you could pay your commander or job NPC to help pay for city upgrades....like weapons, armor, spells, lvls, skills, abilities.
Was searching for information on trash cans, specificly if they had been discussed as a suggestion. Seeing that they were, and including some great ideas, I thought I might "bump" this along with another one of the same nature.
Personally, I would be thrilled to see some sort of donation tracking script, even if it was something along the lines of a donation "merchant" that sells you undropable (and stackable) "notes" that account for donations. At least that way a DM/god could see who has, and who has not donated to the temple.
