THis is a purely cosmetic suggestion. If Av is a center of trade for people from all factions, it'd be cool if we saw NPCs from each faction represented in the town. It'd be neet to see a trading caravan from sleeth in town, with it's slaves in tow. or how about a magic stall run by folks form mystral. Maybe even some Coalition street preachers? I think it'd be good to reate a more multicultural environment in Av to represent it's neutrality.

Avendell: While technically considered part of Last Alliance territory, the town of Avendell has gone to great lengths to advertise its desire to remain neutral in the battle for the realm. Consequently, the town has become something of a safe haven for travelers who wish for a life that consists of more than faction battles. A city of trade and commerce, it is a place where all factions are welcome and violence of any kind is strictly forbidden. Merchants, traders, and artisans from all over the realm come here to sell their goods. The town is a special favorite of bards, who bring stories from their respective factions and recount them in wonderful detail, much to the delight of residents and travelers who happen to be nearby.

yeah.. it would be cool if Avendel was a huge city of trade and culture instead of some rural hic-town... but due to it's location (not near water) it probably wouldn't be a hub anyhow.
Perhaps the planar rift zone will have a 'city in the clouds' of some sort with npcs from all factions (spread out in adjacent zones that they don't constantly battle eachother)
