It's a level 5 spell but is treated like a level 1 as far as DC goes...
Yes it does act the same as entangle, but shouldn't it act like a level 5 entangle and should therefore have a DC that is 4 higher?...

You talking about dropping the targets dex to 3 when they are affected by it?

I see the other 2 abilities for it besides entangle, however I don't know how to access them on the quickslot bar.

You use the radial menu by left-clicking on the quickslot.
