The Devs are still trying to keep the mod Hak-free last I heard. That way they don't eliminate players who can't/won't download large hak files like CEP.

of course eliminating those players might help the mod... generally loosers dont wanna be bothered with stuff like large hakpaks, they just wanna jump on a server and comence with their asshattery

Have CEP, there's the great, the ok and the bugged in there.
For everything like Bat's Mind Flayers (which have been spectacular since he made them some 2 and a half years ago...so much cooler than Bio's!!!), there's 10 varieties of pudding or an Ettin with an eye painted on. Big placeables are good, but no tilesets (they run anywhere from 5 to 20 megs each compressed, and are a pain to build and troubleshoot). Having Lisa's clothes is good, but you can get that from the original hak that's a lot smaller. There's a good number of high quality stuff that's not in the CEP as well, many high quality dynamic creature models for example (i.e. Skeles or kobolds that show equipped armor), placeable sets and so on...
It's been our opinion that CEP would just be window dressing: it won't make NS look uniquely different from other mods by itself. That and our emphasis has been on gameplay. Also doing artwork is a slippery slope: it takes time to make new tiles, creatures, clothing and so on; we don't have enough of it as is
NWN is pretty good for getting your own stuff in or ripping textures or models out of other games, but it's still way time consuming.
If we went to a hak, it'd be pointless not to go all the way and transform the realm into something visually different from other mods. Like Genoa (now defunct, Myscha's working on a new mod), DLA, CODI or d20 Modern. That does mean MASSIVE downloads and plenty of torture at patch time. Not to mention what we can do with gameplay with a hak...
