I believe that the class restrictions have put a strangle hold on some of the more restricted factions. (see the discussions about shifters & monks all over the boards and the trend of people making druids in other factions so that they can have monk synnergy.)
I've discussed this with others online with favourable feedback, and I really think that all factions should be able to create any base class (rogue, wiz, sorc, bard, fighter, monk, ranger, paly, barb, cleric, druid) character combination. The distinction between factions works very well with unique prc's and the 1 prc restriction. The shifter class is very cool, but the multiclassing options available in TC break it.
On that note, we all know that LA is the only faction without a unique prc. As much as I hate to suggest it (because it prevents me from making one of my more powerful builds where I want) ... they should have the Weapon Master as theirs.

I *like* pure(ish) classes
I'd feel really guilty taking 1 level of monk just to make my shifter better. I want to go 20 druid / 20 shifter (Ha! like I'll ever make that much XP)Saying that, I'd probably get over it eventually.

Best bet for a druid/shifter/monk involves at least 6 levels of monk to get knockdown/imp knockdown, and a few other nifty abilities...even taking 1 level in monk just for the AC boost is no worse than taking a level in paladin for a sorc to boost saves, or a level of sorc or bard just so you can qualify for red dragon disciple...or a level of shadowdancer just to get hide in plain sight...I could continue to list the munchkin builds that invovle 1-2 levels in a class just to boost its power, but that would involve a post several pages long.
