Alrighty... I understand that the idea of factions is to promote PvP. Depending on your faction you choose you get one ally and 4 enimies. What seems to happen often is that through some act of aoe and such you become an outcast in your own faction. Now you are limited to only your allie and Avendale. I have a simple proposal that may or may not help with gameplay.
First... make is so that you get no exp for the death of your and your allies guards by your hand and that they never turn on you unlesss you kill the leader himself to become an outcast. This will solve a few problems. No longer will you be fighting a few minions and your fellow mates come in and die from an aoe or a misclicking making you an outcast with nothing better to do than grief and such. Second it will help in the defence of your cities in that you dont have to worry about using that fireball against a higher lvl invader...after all the guards do not seem to mind kicking our [censored] by accident. If you really want to become an outcast you actually have to try to do it. Enter the main chamber where the faction leader resides and actually kill his arse.
Second... Out of the other 4 factions you should be considered neutral to two of them in accordance to what faction you are in. Bye starting neutral you can travel there if you should like without having any probs with guards. It will be player option to become hostile to those neutral factions by attacking and killing guards and such. By keeping a neutral faction neutral you can bind there untill you become a hostile to them. Many benefits for travelers who like exploring and destroying lands far from there home.
Third... How about a signal warning of some kind that auto alerts when your and only your faction is getting raided? I do not propose a warping devise to get there...i know the abuse that will bring. Just a simple alarm that allows those who wish to defend their faction knowledge of an attack.
Fourth... Some system of reward should be kept to promote faction action!! This would most likely involve DM interaction and I understand that that will come when they do have time to do so. In the mean time how about Some kind of way to record pk's while in your own city? Should your character reach highest esteemed rankings you can actually command the guards like summons on that screen to help you with defence of your faction. Make it a job/quest to gain "Guard controll" Can be used by lower lvl characters to help defend against higher lvl invaders. Guards cannot/will not follow you out of the city limits to avoid abuse.
Fifth... How about some sort of faction Traveling merchant. This merchant travels from faction to faction ever year in gameplay and appears for only a few days game time. This merchant carries with him some sweet uber items that cost god awefull lots of cash. The travelling merchant will provide an outlet for all that buildup of cash. Imagine the fun i will be in that once it is "known" to all which faction the merchant is in the wars and battles that will ensue between that host faction and the invaders hoping to aquire his services. If the merchant appears and is located in headquarters of the faction and has a host complement of guards and such it would be truly epic for a few of the enemy faction/ or outcasts to gather together together in an effeort to assault the Faction, traverse the suped up guard, defeat the Pc defenders, and then hold off their enimies long enough to deal with the Travelling merchant. Hell make the merchant an uber 40th lvl mage that has regoddamndiculous attributes and is always pre-buffed just to dissuade attackers too. Just think that would be cool.
I will come up with some more but right now I am getting too drunk to continue thinking with my EAGLES kicking [censored].

It would be nice for the signal to notify maybe by tell to all those in the faction on the server currently who aren't outlawed (and maybe even notify on the other server if possible - i.e. like a database trigger flagged; is this possible?).
The prices at the merchant should be extremely high.. like even something around 10 million or more to buy a good item.
