Now I have never actually used the toolset so I wouldn't know if this is possible, but wouldn't it make much more sense to actually change the phyiscal stats of the char when adding a subrace? Now granted this wouldn't effect level 1, but the stats would effect all subsequent levels. Now there is potential for exploitation (such as ambidexteryity on a sun elf, etc) but it would have a much less impact overall by actually having you able to use the stats on a level up (for feats, skill points, etc)
You also could potentially use the SetSpellResistance for Drow and others

Using Set<STAT> or Mod<STAT> for subraces.
We think it would be a lot simpler if those commands were available from script
