City gates

Can other factions open an opposing city's gates? Should they be able to? Maybe it should require a knock spell, a thief, or waiting until they are open to slip in?
I haven't reached any opposing cities, so I have no idead.

Minor bug, there is a chest in the area South Road Forest Cave. A tiny piece of it is touching a raised platform, so it sort of appears to be floating in mid-air.
