resting encounters

has it been discussed that on resting a random encounter may occur? Maybe a higher percentage the further you are from a town / city.

Yes! there always has been... it's called "red = dead" or PVP :-O

But even more seriously, the fundamental underlying base of NS4 is the faction wars/pvp so when you are trying to regroup and rest to re-intercept an enemy and get interrupted by mobs...that would just be, unfun.
