Continual Light spell

just had a idea for the non used spell can we make it like a fey fire spell and give penaltys to HS? if said target fails their save ( perhaps a will save ) say -10 for the base spell and -13 for foc -18 for gtr foc and -25 for epic? something along thoes lines that would be fair. this would also help caster/spotters that arent elf and dont have keen senses. or lessen the penaltys a bit and give it keen senses for duration with epic focus maybe thats a bit much but i figgure id see if it struck a cord.

Did you perhaps mean Continual Flame - Level 3, rather than Light - cantrip? Could be interesting considering continual flame is an illusion and there are races imm to it.
