The Definition of Lawful means monks would not like the experiments if they were against thier laws, or rules of the following they have.
Lawful evil would still be very evil, and not care about experiments as long as they were not beyond the scope of the law, and not forbidden.
So if it was lawful in thier following to kill and steal from children, then they would not have a problem with it. Unless it was against the rules to give them candy, then they would be against it.
A good example of this would be the SS in Germany during WWII. Thier leaders were insane, and probably more chaotic then anything, but the underlings were busy killing millions of people following the rules of thier law.
The idea of trying to catch a level 30 monk that could not be critted even with IKD doesn't appeal to me, especially now that tumble can pretty much shutdown bigbies, and SR does the rest.

Here's something from an rp'ing style if u need such a reason for their introduction.
Garagoth houses many a hiding criminal or assassin looking for walk, this is due to their rather seclusive nature. Building their mighty city in the far bounds of Angmar where not but the high of stamina could reach in less then a week, presuming he knows where it is. Due to this out reachign city a logn journey in any direction will yield to foundation of civilisation.
Monks with the Mystral serve as scouts in the surround desert, hidden tunnels and magical transportation can only get you so far for sometimes they can be watched by those who know where to find them. The high speed of Monk is especially useful for defensive scouts and recon raids upon enemy emcamptments. This has proved useful many a time as Garagoth's boundaries a numerous and large.
OOC now
In the manual it stats "evil monks make idea spies and assassins" does this not fit the bill in MA? Full to the bring of roguish and renegade goodness? Similarily those of the Lawful Evil or Neutral for that matter are neccesarily against teh experiments of the MA. Being lawful doesnt mean ure law abiding, you just use it to your advantage in your evil ways.

Do not see madness as a curse,
More of a bitter mercy.
But a mercy none-the-less.

I'm fairly sure there's a bit more to being Lawful than following your own code of ethics, otherwise i can just be a Lawful Nihilist and do whatever the heck i like.
I believe the reason monks don't fit in MA is because it's full of treacherous backstabbing rogues and treacherous power hungry mages, neither of which scream Lawful.
I also don't like the idea of monks attracted by the hard work involved in building garagoth - the inhabitants of garagoth strike me as fairly lazy lot who'd much rather bully/charm/bind/build someone/something else to do their work for them than do it themselves.
add to that that classically monks are the anti-mage class that most self respecting (and self obsessing) wizards and sorcs will probably feel a bit twitchy around and you have a good number of reasons why monks aren't in MA.
